According to the announcement, the US Army Special Forces will participate in a two-month Special Boat Service with the Nigerian Navy. The Nigerian Navy will be trained by the Special Forces to combat insecurity on land and at sea. The initiative aims to improve the country's security.

Part of the statement read:

The statement made no mention of where the training would be held.

The arrival of the Special Forces comes in response to President Muhammadu Buhari's request that the United States Africa Command (AFRICOM) headquarters be relocated from Germany to Nigeria or any other African nation.

The US Defense Department had previously stated that the AFRICOM headquarters could not be moved to Nigeria, but that it would continue to provide sufficient assistance to the nation to end insecurity.
