Prof Bashir H. Haruna's appointment as Executive Secretary of the National Commission for Nomadic Education (NCNE) has been renewed by President Muhammadu Buhari

The appointment letter, dated September 1st, 2021, signed by the Hon Minister of Education, Malam Adamu Adamu, said that the appointment was for a second five-year term, beginning August 30, 2021.

The appointment will be on the same terms and circumstances as the first tenure, as well as those set forth in the NCNE.

The reappointment of Prof Bashir, according to some Commission workers who were observed jubilant, was a commendable development.

The National Commission for Nomadic Education, Implementation and Delivery of the Nomadic Education Programme (NEP) was praised by commentators for making giant strides and achieving historic milestones during Prof Bashir's first five-year term, which ran from August 2016 to July 2021, and ensured the strategic planning and systematic implementation of NEP policies and programs.

Prof Bashir is credited with a number of Commission accomplishments, including securing a permanent and suitable head office complex in order to move the Commission out of its rented space.

Obtaining ministerial permission for the allotment of the Office Complex at the defunct National Educational Technology Centre in Kaduna, as well as 21 housing units at the NOUN Kaduna Study Centre.

Institutional strengthening and human capital development, as well as the creation of a strong and enlarged Commission Administrative Structure to handle growing demands and the Commission's repositioning and operating efficiency in order to fulfil its aims and objectives.

New Departments of Extension Education and Skills Development, as well as a Directorate of Special Duties under the Office of the Executive Secretary, were created in response to the need for Technical and Vocational Education and Training Skills for nomads.

The Partnership Peace and Conflict Resolution Unit was formed to promote peace-building and constructive engagement among farmers and herders in order to enhance relations and ensure effective conflict management and resolution.

Establishment of a Consultancy and Outreach Unit as part of measures to increase resource mobilization and utilization by improving the Commission's internally generated revenue base, improving and diversifying its funding pattern, and providing critical infrastructure and facilities through capital projects and Universal Basic Education Commission (UBEC) intervention.

Tracer studies on the execution of the Nomadic Education Programme were pioneered, with over 4,026 nomadic schools distributed throughout 36 states and the FCT.

Activities at the University of Jos, University of Maiduguri, Usman Danfodio University, and University of Port Harcourt's Nomadic Education University-Based Centres have been revitalized.

The University of Jos centre is responsible for research and evaluation for Nomadic Pastoralist education, while Usman Danfodio University Sokoto is in charge of curricula and textual materials development, and the University of Maiduguri centre is in charge of teacher training and outreach services. For the education of Migrants, the University of Port-Harcourt centre is in charge of research and evaluation, curriculum and textual materials development, teacher training and outreach services.

Obtaining approval from the National Broadcasting Commission (NBC) for the establishment of an AM Radio Broadcasting License (Frequency Channel 720 kHz and a bandwidth of 9KHz) for an initial period of five years from October 2018 to October 2023, as well as academic support services and quality assurance mechanisms.
